IT Project Manager – one global pharmaceutical company – Shanghai

The IT Project Manager leads all aspects of IT construction and delivery of IT Infrastructure at the Zhangjiang Park, China site outside of Shanghai. The project manager will develop IT project sourcing strategies, develop options, financially and technically analyze options, contract with 3rd party design and implementation partners, then execute. Major project elements include design and installation of the campus cabling infrastructure, network design and installation, data center design and construction, telephony strategy, design and implementation, audio/video design and implementation, and establishment of telecommunications connections.

The position has a strong “innovation” component as well. The IT infrastructure must support the scientific Lab of the Future internal initiative – the IT infrastructure must support considerable experimentation with sometimes bleeding-edge IT technologies that may support scientific communication, collaboration, laboratory operations and discovery.

 

MAJOR ACCOUNTABILITIES:

–Production and maintenance of all project management collateral and artifacts;

–Manages multiple 3rd party contracts for IT construction;

–Manages and reports on project budgets;

–Coordinates with multiple Novartis business units and support organizations.

 

JOB DIMENSIONS:

Number of associates: multiple teams of 3rd party contract IT construction teams (project team)

Financial responsibility: capital and expense project budgets

 

JOB REQUIREMENT:

–Bachelor’s degree in a computer science, or engineering discipline

–10 plus years of professional experience in the Information Technology industry

–Additional professional experience involving contract negotiations, 3rd party management, and capital project management

–Demonstrated supervisory experience with small teams of skilled workers

 

The ideal candidate will have:

–Conversational (fluency ideal) ability in spoken and written Mandarin, fluent English

–At least 5 years of IT project or program management experience, with demonstrated success

–Experience leading major technical implementations

–An advanced degree in Computer Science or Business Administration

–Work or extensive travel experience in the People’s Republic of China and elsewhere in eastern Asia

–Experience managing or delivering IT Services to biotech, pharmaceutical or life sciences industries
